This is the continuation of Billa I which was released in the year 2007 and Directed by Vishnuvardhan. The story is about how David Bill becomes Gangster. Story start like this, David Billa reaches India as Sri Lankan refugee. He becomes friend with Ranjith. After several events they started smuggling diamonds. They slowly started noticeable in underworld. They took all the tasks as challenge and finish it successfully. Then he meets his elder sister and her daughter Jasmine but they were upset about Billa indulging in illegal activities.

Soon Billa and his friends joined with Abbasi in Goa who is a well known gangster in Goa. In other end Billa’s sister died and Billa took Jasmine with him to Goa. Billa helped Dimitri who is a gangster from Russia. Billa expressed his idea of doing business with Dimitri. Mean while Abbasi turns against Billa due to some internal politics. Billa started becoming on his own in smuggling. Abbasi tried killing Billa but Billa escaped from it and killed Abbasi and take over his place in Goa.

Now Billa becomes one of the well known and one among the powerful Gangster. Still Billa expresses his idea of doing business with Dimitri. But deal did not work out well. Dimitri turn against Billa and tried killing him in every possible. Then rest is the climax. Billa kills Dimitri and become most powerful Gangster got noticed across the world.

The movie is filled with action. The story is about how a normal man becomes one of the most powerful Gangsters.
